In todays lesson I learned how to make an image appear ghostly. First you must select the image and cut it out using either the pen tool or quick select. Once it is cut out go to Image > Adjustements > Desaturate, This will make the image look black and white. next you go to Filters > Blur > Gaussian Blur. The last step is changing the opacity of your image, this will make your image appear see-through.
